John Gibson – Director of Public Works
Duties and Responsibilities:
Under limited direction provides planning, coordination, directing, organizing
and technical support to all division in the Public Works which includes
the Park and Recreation Department, Street Department, Engineering Department,
Water Utility, Wastewater Utility, Gas Utility, Utility Billing, Solid Waste
Collection, Storm Water, and Traffic Signals.
- Plans, schedules, and oversees all Public Works projects and operations.
Determines ways to increase overall effectiveness and efficiency of
the public works department.
- Provides technical and administrative leadership for a variety of
public works activities, including streets, storm sewers, engineering,
water distribution, wastewater collection and treatment, gas distribution,
park maintenance, recreation department, utility billing, and solid
waste collection.
- Prepares departmental budgets and adjusts items for conformance to
anticipated needs. Authorizes or approves departmental expenditures
and keeps accurate inventory in accordance with city purchasing policies.
- Furnishes technical assistance to City Administrator, City Council
and other department heads.
- Serves as liaison between the city and various regional, state and
federal agencies including the Department of Transportation, Department
of Natural Resources and the Environmental Protection Agency.
- Assists in establishing public works and capital improvement projects
and works with consulting engineers in the design of such projects.
- Coordinates projects involving federal, state and local funding.
- Supervises the construction and maintenance of streets and highways,
storm sewers, water, gas and wastewater systems, and parks.
- Supervises the compilation of cost data and estimates.
- Oversees the Subdivision Platting processes for the city.
- Attends City Council meetings. Acts in advisory capacity for Parks
and Utility committees. Prepares and submits various reports on departmental
activity to local and state authorities.
- Develops and recommends policies and procedures regarding departmental
operations.
- Responds to customer complaints pertaining to all areas of responsibility;
investigates causes, takes corrective action as appropriate. Maintains
records of resolutions.
