GENERAL SUMMARY
Performs under general supervision, to perform a variety of semiprofessional engineering duties with responsibility for routine or minor projects or for one or more phases of a more complex project; to inspect and coordinate the inspection of a variety of public works, subdivision, site plan and building construction projects; investigate suspected illicit discharges to the storm sewer system, to coordinate, review and approve all site plan and Storm Water Pollution Prevention Plans (SWPPP)/permits, maintains numerous paper and computer files, maps and data bases related to the City’s storm water utility operations; and to perform related duties as required.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The following duties are normal for this position.

duties may be required and assigned.
- Review and approves site plan and storm water pollution prevention plans for compliance with IDNR Storm Water General Permit No. 2.
- Performs inspections of construction sites.
- Prepares records, reports, and logs; and maintains filing system on records of work performed.
- Inspects construction sites to determine compliance with storm water pollution prevention plans, to advise on sediment and erosion control measures, to note deficiencies, and to maintain project logs.
- Review projects under construction with assigned consultant to audit inspection process.
- Gathers data in support of planned or proposed projects.
- Completes computations on soil loss.
- Reviews and prepares legal descriptions.
- Provides updates for storm sewer atlases.
- Under supervision of a Professional Engineer, prepares project documents, designs proposed storm sewers, tiles and drainageway improvements.
- Interprets and explains ordinances, codes and regulations to contractors, homeowners and interested parties.
- Assists other divisions during emergencies and performs related duties as assigned.
- Investigates, conducts studies, reports findings and initiates enforcement to eliminate illicit discharges to the storm sewer projects.
- Inspects projects for maintenance work required by post-construction site runoff policies.
- Attends and assists with preconstruction conferences.
- Provides input and updates to the City’s storm water website.
- Responsible for the City’s compliance with the NPDES Permit.
- Operates City vehicle to and from and around sites to perform City duties.
- Operates computer utilizing word processing and spreadsheets.
- Provides oversight/direction to contract employees and Public Works staff.
- Performs surveying duties as assigned.
- Performs other duties and responsibilities as assigned.
