Duties and Responsibilities:
Provides professional services for long- and short-term capital improvement
planning and directs and reviews the design of capital improvement projects;
manages consultant contracts for capital improvements; manages the Operations
and Engineering Divisions of Public Works Department including coordinating
overall work effort, supervising subordinates, evaluating personnel needs
such as training, recruitment, etc.; develops, recommends and continually
analyzes the yearly departmental budget; manages and recommends Public
Works programs, including establishing priorities, reviewing efficiency,
analyzing new equipment and technology; assists and advises the Community
Development Department on comprehensive plans and master plans, major site
plans and major developments; prepares agenda items for City Council meetings;
makes recommendations to Council and attends all Council, Parks and Recreation,
Planning and Zoning, and Economic Development meetings as required; coordinates
problem-solving and goal achievement with other departments, outside
jurisdictions and agencies; interprets codes, ordinances, specifications,
policies and professional engineering services for citizens, contractors,
other departments, boards and commissions; negotiates contracts and agreements
for Public Works Department; supervises the department's writing of easements,
ordinances, contracts, resolutions, agreements, etc.; and serves as an alternate
representative to the Metropolitan Planning Organization Technical Committee.
