      1. Notice to Bidders: bidders may submit bids for project as described in this Document. Submit bids according to the Instructions to Bidders.

      6. Project Description: 
        1. This project includes the furnishing of all labor, equipment, and materials for the Bid Packages #13 for the renovation of the Existing Waukee Fire/Police Building at 1300 SE LA Grant Parkway in Waukee. Bid Packages #01 – 12 were previously bid and have or will be awarded. The overall project is generally described as follows:
        2. The City of Waukee is planning to renovate their existing Police and Fire Department Building to more closely align with the overall operation and design concept implemented at the new Waukee Public Safety Facility. The existing facility is approximately 25,000 SF.  The Fire Department occupies the south portion of the building. The north portion of the building formerly occupied by the Police Department will be renovated for the City of Waukee’s Community Development group. A comprehensive renovation of the office and living space is planned including updates to the apparatus bays and doors and repurposing portions of the apparatus bays for fitness and turnout gear areas. Other areas of the building to be updated include the front entry and shared lobby area, as well as outdoor areas. Improvement and repairs are included for exterior areas of masonry, gutters and downspouts and site paving. The majority of the mechanical and electrical systems are anticipated to be updated to service the new functions and layout.
  1. Construction Contract: Bids will be received for the following Work:

  1. BID SUBMITTAL AND OPENING
    1. Owner will receive sealed lump sum bids until the bid time and date at the location given below. Owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows:
      1. Bid Date: April 23rd, 2026
      2. Bid Time: 2:00 p.m., local time.
      3. Location: City of Waukee, City Hall, City Council chambers, 230 W Hickman Road, Waukee, Iowa 50263.
    2. Bids will be publicly opened by the Owner and publicly read by the City Administrator or designee on said date and will be acted upon by the Owner at the City Council meeting on May 4th, 2026, or at such later time and place as may then be fixed. Award of the Contract shall be to the lowest responsive, responsible bidders determined on the basis of the total base bid plus none or any combination of alternates selected by the City. The owner reserves the right to choose none, some, or all of the additive alternates. Neither the Owner nor its agents will assume liability for the inability of the bidder to submit a bid in a timely manner. Bids received after the deadline will be rejected. Bidders bear full and complete responsibility for the timely submission of such bid. Time of receipt shall be the time recorded and determined by the secretary.
  2. BID SECURITY
    1. Bid security shall be submitted with each bid in the amount of 5 percent of the bid amount (determined by adding the base bid and all alternates). No bids may be withdrawn for a period of 60 days after opening of bids. Owner reserves the right to reject any and all bids and to waive informalities and irregularities.
  3. PREBID MEETING
    1. Prebid Meeting: A Prebid meeting for all bidders will be held virtually on April 14th, 2026 at 10:00 a.m., local time. Interested bidders are requested to attend.
      1. Last date for submittal of bid questions or substitution request is April 16th, 2026 at 2pm. Any questions and/or substitution requests received after that date will not be reviewed.

  1. It is recommended that Bidders familiarize themselves with the web conference software prior to the meeting in order to participate and interact appropriately.  
  1. DOCUMENTS
    1. Printed Procurement and Contracting Documents: Obtain after April 6th, 2026, by contacting Construction Manager. Documents will be provided to prime bidders only; only complete sets of documents will be issued.

        2. Deposit will be refunded to bidders upon return of their complete set(s) of Bidding Documents, including any Addenda, in reusable condition, to the reprographics company within 14 calendar days after award of the project. Cash deposits will not be accepted. MBI plan deposit cards are also an acceptable method for deposit for documents. 
        3. Deposit checks shall be made payable to Ryan Companies.

    4. Some plan centers may include the documents on their respective electronic sites, including iSQFT. Check with the individual plan centers to verify. Bidders are responsible for confirming plan sets are complete and match the official bid sets provided via resources listed under this section, 1.06, A, B and C above.
  2. TIME OF COMPLETION
    1. Successful bidders shall begin the Work on receipt of the Notice to Proceed and shall complete by the Substantial Completion Date of December 14th, 2026.
  3. BIDDER'S REQUIREMENTS AND BASIS OF BIDS
    1. Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder.
    2. Each Bid shall be made on a form furnished by the Construction Manager, and must be accompanied by a certified check or cashier’s check drawn on drawn on a state-chartered or federally chartered bank, or a certified share draft drawn on a state-chartered or federally chartered credit union, or Bid Bond to be executed by corporation authorized to contract as a surety in the State of Iowa, in the amount equal to five percent (5%) of the amount of the Bid, made payable to the City of Waukee, Waukee, Iowa and may be cashed by the City as liquidated damages in the event that the successful bidder fails to enter into a Contract and file a bond satisfactory to the City assuring the faithful fulfillment of the Contract and maintenance of said improvements as required by the law, the provisions of this Notice and Contract Documents within (10) days after acceptance of the lowest responsive, responsible bid. All bids shall be sealed and plainly marked. Any alteration of the Bid Form may be cause for rejection of the bid.
    3. State Sales Tax: This project is tax exempt. Do Not include State Sales Tax in any calculation of Bid totals. Contractors will be provided with Iowa sales tax exemption number for this project.
    4. In accordance with Department of Labor Rules, 875 IAC 156.2, the Construction Manager requests a statement from each bidder regarding the bidder's resident status. This statement shall be on the Bidder Status Form designated by the labor commissioner. Failure by any bidder to provide a completed statement with its bid may result in the Construction Manager rejecting the bid as non-responsive.

    5. Bid Security of two lowest Bidders will be retained until a contract has been awarded and executed, but no longer than 60 days. No Bidder may withdraw their bid within 60 days after opening of bids. The City of Waukee, reserves the right to reject any or all bids, re-advertise for new bids, and to waive informalities that may be in the best interest of the City.
    6. Monthly estimates will be paid to the Contractor as the work progresses in amounts equal to ninety-seven percent (97%) of the Contract value of the work completed during the preceding calendar month, including the actual cost (exclusive of overhead or profit to the Contractor) of materials and equipment of a permanent nature to be incorporated in the work and delivered to and stored at the job site. Such monthly payments shall in no way be construed as an act of acceptance for any part of the work, partially or totally completed. Final payment of the three percent (3%) due each Contractor will be made upon final acceptance of the work under the respective Contract by the City, and after receipt of satisfactory evidence that all claims pertaining to such Contract have been paid in full as provided in the Contract Document for said work.
  4. NOTIFICATION
    1. The work under the Contract shall be commenced on or before a date to be specified in the Contract or written Notice to Proceed of the Owner and shall achieve Substantial Completion as outlined in 1.07 of this section.
    2. By virtue of statutory authority, a preference will be given to products and provisions grown and coal produced within the State of Iowa and to Iowa Domestic Labor.
    3. All bids will be governed by applicable provisions in the Iowa Code and City Policies.
