Utility Assistance Programs
Income-Based Assistance
There are two federally funded utility bill assistance programs available to those Waukee residents who qualify: LIHEAP and LIHWAP.
LIHEAP
The Low-Income Home Energy Assistance Program (LIHEAP) helps qualifying low-income homeowners and renters pay for a portion of their primary heating costs for the winter heating season.
- When to Apply: Applications for those age 60 and up and those with disabilities will be taken starting Oct. 1 each year. All others may sign up between Nov. 1 and April 30.
- Eligibility: A household may qualify if the household’s income falls within the income range listed online. This program is not designed to pay a household’s total energy costs, but to provide assistance in the payment of residential heating costs.

LIHWAP
The Low-Income Household Water Assistance Program (LIHWAP) helps qualifying low-income homeowners and renters pay past-due charges, fees and taxes for drinking and wastewater services. For more information, please call New Opportunities at 515-465-5185.
Local Help
WACS
Waukee Area Christian Services can also provide assistance to those who qualify. Staff can be reached on Mondays, Wednesdays and Thursdays at 515-987-5523.
Payment Plans
The City encourages any customer facing financial hardship to communicate with the Waukee Utility Billing Department to discuss options and potential assistance. Payment plans can be discussed by calling the department at 515-978-5502.
Budget Billing
Budget Billing is also available to City of Waukee Utilities customers, regardless of income. Call 515-978-5502 to inquire about this set monthly rate billing method that is based on usage and can help users avoid high bills during peak months. You must have 12 months of billing history to be considered for Budget Billing.
